It kind of feels like this group is trying a little too hard to be over the top and memorable in there weirdness. To be honest I feel like if they dialed it back a bit the show could really work. Though to be honest, I think it would fit in better as a Web series than on television. Over all I still like what they are doing though.

I think the cop was using a taser, and mind holograms can be destabilized by a combination of an electric currant (taser) and intense emotional energy (angry cop) The mind hologram probably became solid after absorbing too much residual psychic emissions, so Kane could see him and the cop could interact with him. The mind hologram became telekinetic force in human shape which was a common problem, thats why they were outlawed in 1999
But he was a hologram ... a collective mind hologram. Wasn't he there because one of the guys in the house was thinking about him? And if he was a hologram, how could the cop shoot him?
